B-Pは、ボーイスカウトのちかい(Scout Promise)に、“To do my duty to God and the King(Queen),”(神と国とに誠を尽し)を設定し、また著書等において、ボーイスカウト運動の目的は、Health(健康), Happiness(幸福), Helpfulness(人の力になる器量)をもった市民を育てることであると述べています※。その上で、その手段として、B-Pは、野外活動を設定しています。なぜでしょうか。
※ I have over and over again explained that the purpose of the Boy Scout and Girl Guide Movement is to build men and women as citizens endowed with the three H's ― namely, Health, Happiness and Helpfulness.(私は、ボーイスカウトとガールガイド運動の目的は、健康、幸福、そして人の力になる器量という三つのHを得た市民である男女を育てることであると、何度も繰り返し説明してきました。) (LESSONS FROM THE VARSITY OF LIFE(人生大学からの教訓),1933 から)
以上の論理展開を示唆しているB-Pの思いが、「隊長の手引」("AIDS TO SCOUTMASTERSHIP",1920)、「スカウティング フォア ボーイズ 第3部 原理と方法」("SCOUTING FOR BOYS" presentation edition PART THREE, PRINCIPLES AND METHODS)、またスカウター誌(The Scouter)への投稿等に記されています。その例を次に揚げます。
Through sips of nature lore imbibed in woodland hikes the puny soul grows up and looks around. The outdoors is par excellence the school for observation and for realizing the wonders of a wondrous universe.
It opens to the mind appreciation of the beautiful that lies before it day by day. It reveals to the city youngster that the stars are there beyond the city chimney-pots, and the sunset clouds are gleaming in their glory far above the roof of the “cinema” theater.
The study of nature brings into a harmonious whole the question of the infinite, the historic, and the microscopic as part of the Great Creator’s work. And in these, sex and reproduction play an honored part.
Scoutcraft is a means through which the veriest hooligan can be brought to higher thought and to the elements of faith in God; and, coupled with the Scout’s obligation to do a Good Turn every day, it gives the base of Duty to God and to Neighbor on which the parent or pastor can build with greater ease the form of belief that is desired.
The camp cannot fail to grip every boy with its outdoor life and taste of the wild, with its improvised cooking expedients, the games over woodland and moor, the tracking, the path-finding, the pioneering, the minor hardships and the jolly camp-fire sing-songs. Nature Lore. ― Above all things the value of the camp is the opportunity that it gives of bringing the boys to live face to face with Nature. This has its fascination for almost every kind of boy so soon as its joys are made clear to them.
The average street boy going into the country will, so soon as the novelty has worn off, feel bored and will be longing for his cinema and shop windows again.
But when he has learnt to enjoy the material pleasures of camping above stated, and has also had his eyes opened to the wonders of Nature, he will be the young backwoodsman that we want.
It means the presentation to him of the calls and customs of birds and animals, the wonders of the stars, the beauties of the flowers, of the hills, of the sunsets, the wonderful and minute mechanism of the individual specimen whether of plant or mammal, insect or reptile, and its exact reproduction in millions of the same species.
Through these one can cultivate in the boy a closer observation, a new sense of Nature lore, a knowledge of biology, a sensible and proper view of sex relation, together with a realization of God the Creator.

The Camping Season
Lots of Woodcraft and Nature Study should be our Aim.
Most Troops seem to have arranged their work for helping “on the land,” and no better aim could they have just now. But to Scoutmasters in charge I would say ― give your boys all you can of woodcrraft and Nature study; of pioneering and pathfinding actually in practice. The Nature study should be a real close touch with Nature, far beyond the academic dipping into the subject which passes under the name in school. Collecting, whether of plants or “bugs,” and investigation, whether of beasts or birds, are all-absorbing studies for the boy and mighty good for him.
Don’t let your camping be the idle boring picnic that it can become when carried out on military lines. Scouting and backwoodsmanship is what we’re out for, and what the boys most want. Let them have it good and strong.
It is in camp that the Scoutmaster has his opportunity for inculcating under pleasing means the four main points of training. Character, service for others, skills, and bodily health. But beside all it is his golden chance to bring the boy to God through the direct appeal of Nature and her store of wonders.

キャンプシーズンの到来です。
(キャンプは、) ウッドクラフト(Woodcraft)と自然研究(Nature Study)、これをたくさん行うことを私たちのねらい(Aim)とすべきです。
ほとんどの隊(Troops)は、「野山で」の生活に役立つ作業を仕組むことに力を入れているように見えますが、今のところ、これに勝るねらいはないと思われます。しかしそのようなことをしている隊長(Scoutmasters)に私が言いたいことは、― 少年たちにできるかぎりのウッドクラフトと自然研究、つまりパイオニアリング/工兵技法・縛材工作(pioneering)とパスファインディング/進路探索法・原野行進(pathfinding)の実習を設けなさいということです。それから自然研究は、自然との真の密接な接触(real close touch)であるべきです。これは学校の名のもとでなされている学科という机上の勉強(academic dipping)をはるかに超えるものです。植物とか「虫けら」の収集であっても、獣とか鳥の観察であっても、それらは少年にとってすべてが熱中できる勉強であり、そしてとてもためになるものです。
あなた方は、キャンプを、軍隊で行われるときに起こり得るような、中身のない退屈なピクニック(idle boring picnic)にしてはいけません。スカウティングと森林生活者技能・資質(backwoodsmanship)こそが、私たちが求めているものであり、また少年たちが最も望んでいるものです。それらをとおして少年を善良で心身堅固な人に育てようではありませんか。
キャンプこそが、隊長がスカウト訓練の四つのポイント、すなわち品性・人格(character)、他者への奉仕(service for others)、技術・技量(skills)、そして身体の健康(bodily health) を楽しく教える機会になるのです。しかし何よりも、自然が放つその驚異の数々、そのダイレクトアピールをとおして、少年を神に導く最高のチャンスになるのです。(舟橋訳)
B-Pは、この構想を、当初、英国内のキリスト教青少年団体であるボーイズブリゲードやYMCA等に持ち込んでいます (1906年、ボーイズブリゲード発行誌にそれが紹介されました)。しかしそれらの諸団体は、聖書の授業や教練、楽隊等の活動スタイルが既に確立していた事情があり、加えて諸々の展開もあり、新たにボーイスカウトという活動団体を立ち上げたという経緯が伝えられています (B-Pは、亡くなるまでボーイズブリゲードの副総長でもありました。ですから、ボーイスカウトはボーイズブリゲードの分家であるという見方もあります)。(参考:E.E.レイノルズ著「スカウト運動」S49.6.30 財団法人ボーイスカウト日本連盟訳発行 等)
※ Nature Lore … B-Pが諸著書において多用している Nature Lore の語句は、直訳すると"自然の伝承"とか"自然の知識" "自然の案内"となります。中村知氏は、これを「自然のささやき」とか「自然界の教訓」「自然研究」等と訳しています。また三島通陽氏は、「自然の教え」とか「自然にまつわる教訓」等と訳しています。でも、B-Pの言い回しから解すると、"自然にひたって観賞すること" "自然の細部まで深く見ること" "自然から意味を見つけ出すこと" という能動的な行為や態度、また "自然が人間に見せてくれる振る舞い" "自然のにぎわい"(を見、また聞き取ること)、または "自然との戯れ"、を指すように感じました。B-Pがしばしば用いた "to read the Book of Nature (大自然という本を読む)" のニュアンスとも重なります。私は、これらを包括して、"自然に積極的に接し、大自然の振る舞いを見(観)、大自然が発する声を聞(聴)く取り組みや態度・習慣"と訳すことにしました。
Nature lore, as I have probably insisted only too often, gives the best means of opening out the minds and thoughts of boys, and at the same time, if the point is not lost sight of by their Scoutmaster, it gives them the power of appreciating beauty in nature, and consequently in art, such as leads them to a higher enjoyment of life.
This is in addition to the realisation of God the Creator through His wondrous work, which when coupled with active performance of His will in service for others constitutes the concrete foundation of religion.
SCOUTING FOR BOYS の原本の本文(CAMP FIRE YARN No.1〜No.28)の中で Nature Lore の語句が出てくるのは、次の一か所だけです。これの邦訳本(「スカウティング フォア ボーイズ」昭和50年5月18日発行の改訂版)では、下記のように「自然についての知識」と訳されています (中村知氏訳版では「自然研究」とあります)。でもそれらの文脈に含まれる意図を推察すると、「自然に積極的に接し、自然についての広く深い観察や調査をする活動」と読み取ることができると思います(訳文末尾の数字はそれの頁です)。
Each Scout should learn the call of his Patrol animal. He should be encouraged to know all he can about its habits, etc. This can be a first step in nature lore.
スカウトに,班の動物の鳴き声を覚えさせる。その動物の習性などをできるだけ調べるように勧める。これは自然についての知識の最初の一歩になる。(p45) 各スカウトは、パトロール動物のコールを学ばねばならない。そしてその動物の習性などに関してできるだけ知るよう奨励すること。これこそ自然研究への第一歩である。(中村知氏訳版p123)
各スカウトに自班(班別章)の動物の呼び声を学ばせます。更にその動物の習性などをできる限り多く知るよう奨励します。これが自然に積極的に接し、大自然の振る舞いを観、大自然が発する声を聴く取組みや態度・習慣 = ネイチュアロア への最初のステップになるのです。(参考までに舟橋訳)
PATROL PRACTICES IN ANIMAL OBSERVATION 生物観察の班練習 (以下p265〜)
In the country, send out the Scouts to find out by observation, and to report on such points as these:
How does a wild rabbit dig its hole ? When a lot of rabbits are alarmed, does a rabbit merely run because the others do, or does he look around to see what is the danger before he goes?
Does a woodpecker break the bark away to get at insects on a tree trunk, or does he pick them out of holes, or how does he get at them?
Does a trout when disturbed by people passing along the bank go up or down stream? Does he go away altogether or return to his place ?
田舎では,スカウトを外に出して,次のようなことを観察させ報告させる。
野ウサギは穴をどうして掘るか。ウサギの群が驚いた時,ウサギはほかのウサギが走るからそれについて走るだけなのか,見回してどんな危険があるか見てから走るのか。
キツツキは,木の幹の皮をとり除いて幹にいる虫をとるのか,穴からくわえ出すのか,またはどんな方法でとるのか。
岸を歩く人に驚いた時,マスは上流に逃げるか,下流に逃げるか,逃げて行ったきりになるのか,それともそこへもどってくるのか。
If in a large town, take the Scouts to the Zoological Garden or to the Natural History Museum. About half a dozen animals would be quite enough to study for one day.
大きな都市では,スカウトを動物園か自然科学溥物館につれて行く。1日に観察するのには6種類くらいで十分だ。
Get Patrols to find out all about their Patrol animals. Learn their calls. Discover their haunts, tracks and habits. If they are not local animals, study them in a museum or zoo.
班に,班の動物についてあらゆることを調べさせる。その鳴き声を覚える。その生育地,足跡,習性を探る。その地方にいない動物だったら,博物館か動物園で研究させる。
Get each Patrol to keep an outdoors log for a month, then compare results. Each Scout should contribute something to the log, such as a note of something seen or a sketch of a bird or animal. Or have a nature scrap book, with cuttings from newspapers and magazines of nature photographs, notes on outdoor life, nature calendars, etc.
各班が1か月間の屋外活動日誌をつけ,それを比較する。すべてのスカウトが,見たものを記録するとか,鳥や獣のスケッチをするとかして,その日誌を作るのに参加しなければならない。または,新聞や雑誌から,動物写真や野外生活の記事や自然のカレンダーなどを切り抜いて,自然のスクラップブックを作る。
Encourage the taking of photographs. Even the cheapest camera can be used for showing the surroundings in which each kind of bird makes its nest.
写真をとることを勧める。どんな安カメラでも,それぞれの鳥が巣をつくる環境を写しとるのには十分使える。
Bird-feeding can be practised both in town and country, particularly in the winter.
A window-sill feeding-tray in town can attract many different birds. The provision of water in summer is also important.
In the country you can make a "club" for the birds, with a "dining-room", a basin of fresh water, and branches to lounge on.
鳥にえさをやることは,ことに冬の間都市でも田舎でもできる。
都市では窓わくのえさ皿にいろいろの鳥が集まってくる。夏は水をやることも大切だ。
田舎では,食堂,水飲み場,とまる枝のある小鳥のクラブを作ってやることができる。
Build up a Patrol library of well-illustrated books for recognizing animals, birds, reptiles, fish and insects.
班の図書に,獣,鳥,は虫類,魚,こん虫についての絵の多い本をそろえる。
Try to get a pair of good field glasses for the Patrol so that the Scouts can learn the fun of watching birds and animals. Also introduce the Scouts to the use of the magnifying glass, and, if possible, the microscope. Any instrument attracts a boy, and the new world it opens up will fascinate many of the Scouts.
スカウトに鳥や獣を観察するおもしろさを覚えさせるため,班に上等の双眼鏡を二つ備えるように努力する。またスカウトに拡大鏡,できれば顕微鏡を使わせる。これらの器機はすべて少年の興味をひくし,それによって開かれた新しい世界はスカウトを魅了する。
参考情報:B-Pの各著書において、Nature Lore の語句の出現回数を調べてみました。それを眺めると、スカウト向けの著書ではなく、指導者向けの著作にそれが多用されていることがわかります。以下、主な著書におけるその出現回数を記します。

野外活動の本当の意図
要するに、B-Pが意図するボーイスカウトにおける野外活動は、少年を信仰の世界に効果的に導くための手段といえます。そのアプローチの方法、プロセスは、まず Nature Lore(自然に積極的に接してその多様さや不思議を知る習慣や態度またはゲーム)から始まります。それは Nature Study(自然についての学習や研究を通して知識を深める)へと進みます。それはやがて Appreciation of Natur(自然についての正しい認識・理解・評価*)、すなわち wonderful work of the Creator(造物主の素晴らしき見事なる御業)や law of the Creator(造物主が定めた法則)の発見や気づきとなります。それは realisation of God the Creator(造物主たる神の実感)、すなわち the concrete foundation of religion(信仰の硬い基盤)へと導かれることになります。
B-Pの"AIDS TO SCOUTMASTERSHIP"の中の次の記述が彼の考えの基底と思います。
Nature Study ― There are sermons in the observation of Nature, say, in bird life, the formation of every feather identical with that of the same species 10,000 miles away, the migration, the nesting, the colouring of the egg, the growth of the young, the mothering, the feeding, the flying power ― all done without the aid of man, but under the law of the Creator; these are the best of sermons for boys.
The flowers in their orders, and plants of every kind, their buds and bark, the animals and their habits and species; then the stars in the heavens, with their appointed places and ordered moves in space, give to every one the first conception of Infinity and of the vast scheme of his Creator where man is of so small account. All these have a fascination for boys, which appeals in an absorbing degree to their inquisitiveness and powers of observation, and leads them directly to recognise the hand of God in this world of wonders, if only some one introduces them to it.
The wonder to me of all wonders is how some teachers have neglected this easy and unfailing means of education and have struggled to impose Biblical instruction as the first step towards getting a restless, full-spirited boy to think of higher things.
